Notaries at the heart of a digital system fit for the future: achievements and innovations to keep pace with technological developments
Digital applications and services are increasingly influencing not only our social relationships, but also our legal relationships. Over the last 20 years, the notarial profession has therefore undergone a transformation from “old school” to “new school”. Notaries across the world have set themselves the goal of not only keeping pace with digitalization, but of actively driving it forward. This is the only way to ensure that the rule of law and legal certainty will also prevail in the future and in a digital world as core principles of proven legal systems. Join us when notaries from all over the world, alongside representatives from academia, government and business, explore the significance of new technologies for the preventive administration of justice in general and for the notarial profession in particular, and exchange views on the legal and technical challenges and on possible solutions for the future.

Notaries at the heart of a modern legal system: what skills are needed to keep pace with social and economic change?
The world in which we live is constantly changing. Key aspects of our life in community, such as the society and the economy, are subject to constant change. Effective access to justice for all citizens is therefore an essential part of a functioning, modern society. In continental European legal systems, effective access to justice is guaranteed not only by the contentious jurisdiction ex post, but also at a previous stage. Both courts and notaries are entrusted with this so-called preventive administration of justice. As impartial and independent holders of a public office, notaries are particularly close to judges. Against this background, the European Court of Human Rights has also referred to the notary as “judge without litigation”. Participants can look forward to exciting discussions and interesting food for thought on the various models of cooperation between courts and notaries in the area of preventive administration of justice.

Each year, the University of the World Notariat brings together young or future notaries from the 92 UINL member notariats for academic training. The UINL International Congress in Berlin invites the best students of the legislature 2023-2025 to present, together with their professors, the synthesis and results of their work on the theme ordre public.

It is a great pleasure and honour for me to invite you to Berlin for the next UINL institutional meetings from 28 September to 1 October 2025 as well as the 31st World Congress of the International Union of Notaries from 2 to 4 October 2025. As a city where history and modernity intertwine in every corner, renowned for its rich past and dynamic present, Berlin creates a unique setting for reflection and innovation and therefore provides the perfect atmosphere for this special occasion.
The 31st World Congress offers a wonderful opportunity to come together, celebrate, exchange insights and experiences, engage in meaningful discussions and reflect on both past achievements and future challenges. Furthermore, you will have the chance to explore the vibrant city of Berlin, from its rich history and iconic landmarks like the Brandenburg Gate and remnants of the Berlin Wall, to its diverse cuisine and thriving art and cultural scene.
This event will be held under the guiding theme: "THE NOTARIAL PROFESSION ON THE MOVE | New Technologies – New Roles". Participants from all over the world may look forward to exciting topics and in particular to an intensive professional exchange on the two sub-themes "New Tools - New Frontiers" as well as "Non-contentious proceedings: new roles at the service of the public".

About the UINL
The International Union of Notaries (U.I.N.L.) is the international umbrella association for notarial professional organisations of the Latin type notarial system. It was founded in 1948 at the First International Congress held of the Latin Notariat in Buenos Aires and currently has 92 member notariats on four continents.
The Latin type notarial system is an essential element of civil law legal systems around the world. It has its origins in Roman civil law and is characterised by the notary as neutral and independent holder of a public office in the field of preventive administration of justice. As such, the notary serves the interests of citizens and companies as well as society at large.
The U.I.N.L. aims to promote the fundamental principles and added-values of the Latin type notarial system at an international level. It enables and fosters the cooperation of and the exchange between notaries worldwide and thereby strengthens the profession. It also serves to voice its members common positions when dealing with international organisations, such as the OECD, the World Bank or the United Nations.
